Passage 2:白铅厂

Acting on the recommendation of a British government committee investigating the high incidence in white lead factories of(发生率) illness among employees, most of whom were women, the Home Secretary proposed(建议) in 1895 that Parliament enact(英文中表建议提议的词后面都接动词原型,省略了should,因为提议的事情还没有做) legislation that would prohibit(=keep/stop) women from holding most jobs in white lead factories.
